Abstract

The low quality of schools is often linked to the principal's leadership. The purpose of this research is to innovate the recruitment and selection of prospective principals, which primarily relies on PDLT (Achievement, Dedication, Loyalty and Impeccable) and the Consideration Board for Promotions and Ranks (Baperjakat). The body is full of subjectivity bias with several trading positions, and this has resulted in low poor leadership. The research population included high school prospective principals in North Minahasa District. The findings show that recruitment and selection pay more attention to the loyalty of the authorities, ignoring personal, social, managerial, supervision, and entrepreneurship competencies based on Minister of National Education Regulation No. 13/2007 on the Principal Standards. This study recommends that the recruitment and selection of prospective principals be made more transparent and follow the set procedures.

The inauguration of the principal is only based on the closeness to the authorities without going through proper recruitment and selection. For this reason, it is challenging to expect principals with the ability to improve the quality of schools.
