Abstract

The all-encompassing teaching of Kur'an Karim "Rahmatan-lil Al'lamyin (that is, the blessing of Allah to the whole world)" had and will have universal scientific and methodological significance for the development of people, society, Islamic civilization and culture. Without this, the fundamental initiation of Al'lamyin (Miram) would be impossible for the possession of Good in the world, the order of society, the consent of people, it is also the true foundation, the source of all development, human existence. The great innovator of Islam, Sharia in the 15th century, Khoja Akhrar, at a time when in Central Asia, in the Temurid empire, signs of decline, upholding, predominance of backwardness, prejudices, unprecedented oppression, violation of social justice began to appear, a person fell under the feudal -total oppression, did not know where, to whom to go for justice, based on the divine principle "Rahmatan-lil A'lamyin" and based on this principle developed the great humanistic principle - "Himayat" (Protection) of the main and active part of the people from oppression, violence, asserting social justice. Khoja Akhrar created his unique system “Himayat” as an alternative, large, but ineffective state policy of the Temurids. Such a system is not unique not only for the medieval East, but also for the entire humanity of that time.
